Malaysia’s Digital Ministry has launched a revamped Rakyat Digital portal to equip citizens with digital and artificial intelligence skills as the country moves towards its goal of becoming an AI nation by 2030.

Digital Minister Gobind Singh Deo launched the new portal at the Malaysia AI Takeover 2026 (AIMTO_26) event, following Prime Minister Anwar Ibrahim’s announcement at the launch of AI Malaysia Berhad on July 28.

The ministry said the initiative is aimed at ensuring Malaysians, particularly young people, have access to the skills, confidence and capabilities needed to navigate an increasingly AI-driven economy.

Rakyat Digital, Malaysia’s Digital Learning Hub, is delivered by the Digital Ministry in collaboration with MyDIGITAL Corporation. The revamped platform brings together various digital initiatives under a single account, providing users with access to learning opportunities, skills development and digital tools.

The portal is built around a three-pronged approach, Awareness, Access and Adoption.

The Awareness component provides free courses through the Digital Literacy Hub, while the Access component connects Malaysians with future-skills training and recognised certification through the Digital Skills Hub and Global Learning Pass.

The Adoption component promotes practical application through the AI Builder Hub, Digital Tools Hub and capability assessment programmes.

The ministry said the initiative is designed to reach a broad section of society, including rural communities, senior citizens, youth, persons with disabilities and micro, small and medium enterprises, ensuring that no group is left behind in the country’s digital transformation.

As part of the government’s AI 2030 vision, Malaysia is focusing on digital talent and an inclusive digital society under the Malaysia Digital Action Plan 2030 (MD2030).

The Digital Talent pillar targets 80 percent digital literacy among the population and the reskilling of 700,000 workers, while the Digital Society pillar aims to extend digital development to rural and underserved communities, including by producing 5,000 rural digital entrepreneurs.

Meanwhile, 100,000 Malaysians aged between 18 and 30 who complete selected learning modules on the Rakyat Digital portal will be eligible for three months of free access to leading generative AI applications from Aug 31, subject to phased implementation and applicable terms and conditions.

The required modules include AI Safety, CyberSAFE for Rakyat, Generative AI, Agentic AI, Cloud for Rakyat, and a new module on Malaysia MADANI values and principles.

The government is also offering three months of free access to Coursera for 100,000 Malaysians through the Global Learning Pass. The programme will be implemented in four cohorts, with the first 25,000 participants scheduled to begin on Sept 16. Registration is already open.

The ministry said AI-focused upskilling and reskilling are central to both MD2030 and the National AI Action Plan 2026-2030 as AI is expected to reshape jobs across multiple sectors.

The AIMTO_26 event, currently underway at The Campus in Ampang, is also set to host an AI Learn-a-thon on Aug 12, aimed at rapidly building practical AI skills while seeking a record in the Malaysia Book of Records for the largest AI Learn-a-thon.

The launch of the revamped portal is part of the Digital Ministry’s broader efforts to advance Malaysia’s digital and AI agenda under the 13th Malaysia Plan, MD2030 and the National AI Action Plan 2026-2030.
